ci(ric): remove dead snapshot publish job from merge-to-main - #665

The publish job's publish steps only run when the ENABLE_SNAPSHOT secret is set, and neither it nor the AWS_ROLE / CODE_ARTIFACT_* secrets exist in this repository, so the job has not published a snapshot in years. What still runs is its `make build`: all four native variants on one x86_64 runner under QEMU, pulling the JNI base images anonymously from public.ecr.aws. That pull is what fails the workflow on main. The build itself is redundant: the PR build job builds the same variants on native runners, and the coverage jobs here rebuild them on main.
ric-dev-environment/ (publish_snapshot.sh, the CodeArtifact include, settings.xml and the snapshot-jar check), the `publish` / `test-publish` Makefile targets and the `ci-repo` Maven profile only served the snapshot publish job removed in the previous commit.

The
publishjob inruntime-interface-client_merge_to_main.ymlhas been failing on main (for example run 39420007852) while publishing nothing. This PR removes it. Thecoveragejobs in the same workflow are unchanged.Why it fails
The job runs

The three steps after the build (AWS credentials, CodeArtifact properties,
make publish) only run when theENABLE_SNAPSHOTsecret is set. They were guarded this way in #504 (August 2024).
