What does this PR do?
Adds a localized Help > About item to the Windows desktop menu.
It opens Electron's native About dialog with the application's name
and version, so users can check their installed OpenCode version.
How did you verify your code works?
bun typecheckpassed inpackages/appandpackages/desktop.pa-PKlocale-detection failure was reproduced on unchanged
devwith Bun 1.4.2.
git diff --checkpassed.dialog shows OpenCode Dev and version 1.18.32, opened it twice,
and closed it with OK and Escape.
