Our team works day to day with member companies on compliance, policy, technology, and the standards that define responsible data use in advertising.
David is the Vice President of Public Policy at the Network Advertising Initiative (NAI), the leading self-regulatory association for the third-party advertising industry. In this position, David works closely with member companies and represents the industry to promote a strong and responsible ad tech industry.
David is a veteran of IT and public affairs, with extensive experience representing technology companies before the United States Congress, federal regulatory agencies, and state legislatures. Prior to joining NAI, David was the Senior Director for Public Policy at the Software & Information Industry Association, where he led the Association's technology policy efforts for more than 15 years across a wide range of IT issues such as data privacy and security, cybersecurity, digital platform responsibility, and open data standards.
David is a graduate of West Virginia University with a degree in political science.
Tony Ficarrotta
Vice President and General Counsel
As Vice President and General Counsel for the NAI, Tony leads the legal function of the organization. This includes working closely with member companies on legal analysis, guidance, and best practices on privacy issues affecting digital advertising and media; leading NAI working groups focused on those issues; and engaging with regulators and policymakers to educate them on those issues and advocate for the NAI's work on advancing privacy in the digital advertising industry. He also manages the legal affairs of the NAI, including corporate governance; antitrust compliance; contracting; and other matters.
Prior to joining the NAI as general counsel, Tony's legal practice focused on privacy law with a specialization in digital media and advertising. He served as Assistant General Counsel at the Interactive Advertising Bureau (IAB), where he played a pivotal role in coordinating with stakeholders across the digital advertising industry to develop state law compliance frameworks and strategies. Tony also previously served on the staff of the Network Advertising Initiative as counsel for compliance & policy, where he helped drive member initiatives for responding to new requirements under the CCPA, and worked on updates to the NAI's privacy-focused Code of Conduct and related industry guidance. In private practice, Tony worked as an attorney at ZwillGen, a privacy and technology specialist firm, where his practice focused on guiding ad-tech platforms, social media companies, and digital publishers on data strategy and privacy compliance. He also advised financial services companies on privacy and other compliance matters as an associate attorney at the international law firm Eversheds Sutherland US LLP.
Tony holds a B.A. from the University of Colorado, Boulder; an M.A. from Georgetown University; and a J.D. from Duke University School of Law, where he graduated cum laude. He is an attorney in good standing and licensed to practice law in the District of Columbia.
Megan Cox
Senior Director, Privacy Review Program
As Senior Director of the Privacy Review Program, Megan works closely with NAI members to evaluate practices, strengthen compliance, and advance responsible data use. She leads the Privacy Review Program, identifying priority areas for improvement, and ensure compliance with the NAI Self-Regulatory Framework.
Megan brings a distinguished legal background in privacy and data protection to her role at the NAI, following her tenure as an attorney in the FTC's Division of Privacy and Identity Protection. At the FTC, she led high-impact investigations into privacy and data security across digital platforms, including the advertising space.
Kate Cox-Nowak
Senior Director, Operations & Strategy
As Senior Director of Operations & Strategy, Kate leads the day-to-day operations of the NAI and shapes the short-, medium-, and long-term strategies that drive the organization forward. She oversees the planning and execution of the NAI's flagship events, including the annual NAI Summit, manages sponsor and member relationships, and partners closely with leadership on membership growth, retention, and engagement initiatives.
Prior to joining the NAI, Kate worked at multinational corporations and SMEs in Germany and Singapore, consulting clients and executives across industries including finance, engineering, and manufacturing. She brings a global perspective and a consultative approach to her work, with a passion for continuous learning and a keen understanding of the broader business and regulatory landscape that shapes the advertising technology industry.
Kate holds a B.A. in Business Management from the University of Sunderland (UK) and an M.Sc. in Management Consulting from FOM University of Applied Economics and Management Sciences (Germany). She is a Certified Information Privacy Professional (CIPP/US).
Nick Meyer

As Privacy Counsel, Nick works with the NAI Privacy Review team to conduct the organization's annual privacy reviews of member companies and assists with onboarding new members. He also works on public policy, legal, and regulatory topics, creating member guidance and best practices.
Nick received his J.D. from the American University Law School and most recently worked as a judicial law clerk to the Honorable Judge Laura A. Cordero at the Superior Court of the District of Columbia. While in law school, Nick interned with the Federal Communications Commission and served as a student attorney with the Glushko-Samuelson Intellectual Property Law Clinic. Prior to law school, Nick spent over five years working in the AdTech industry.

Jason received his J.D. from Northeastern University. While in law school, Jason interned at Ascend Learning and the Future of Privacy Forum, where he gained experience in key privacy and compliance issues. At FPF, he worked on projects analyzing legislative developments, privacy risks in emerging technologies and Global Privacy Control mechanism. His work at Ascend Learning included research and audits on marketing practices such as session replay technology and children's advertising, supporting the development of compliant and ethical privacy practices.
Luke Posniewski
Privacy Counsel
As Privacy Counsel, Luke works with the NAI Privacy Review team to conduct the organization's annual privacy reviews of member companies and assists with onboarding new members. He also works on public policy, legal, and regulatory topics, creating member guidance and best practices.
Luke received his J.D. from The George Washington University Law School where he was an Articles Editor on the Federal Communications Law Journal and a 2024-2025 Westin Scholar. Previously, Luke worked as a Legal Engineering Senior Associate at a legal-technology startup building an automated AI and privacy governance platform. While in law school, Luke also interned with the NAI, tracking state and federal privacy legislation and reviewing the California Privacy Protection Agency's rulemaking on automated decision-making technology and with the FCC's Wireline Competition Bureau.

The Board sets the NAI’s strategic direction and is elected by the membership. Directors serve in a personal capacity while representing the perspective of their member company.
Alan Chapell founded Chapell & Associates in October of 2003. Over the past 16 years, Chapell has worked with hundreds of premium adtech, martech and data companies as outside counsel and privacy advisor. He's also been appointed by the U.S. Trustee's office to serve as consumer privacy ombudsman in over 25 bankruptcy cases over the years.
Chapell graduated from the University of Connecticut and Fordham University School of Law and is a member of the New York bar as well as a Certified Information Privacy Professional. He's also a sought-after speaker, podcaster and a regulator contributor to Marketecture Media, Adexchanger and other publications.

Ken Dreifach is a member of ZwillGen, PLLC, a boutique law firm specializing in privacy, marketing, internet and ad tech law, with offices in New York, San Francisco, Chicago and Washington D.C. Ken is completing his third term on the NAI Board of Directors, on behalf of NextRoll (parent of AdRoll).
Since 2000, Ken has served in a variety of high-profile roles across the data governance and privacy landscape — as a regulator, a General Counsel and Chief Privacy Officer, and as outside counsel to a range of web-based, mobile, and “offline” data companies. He frequently appears before the FTC and State Attorneys General, usually on behalf of ad tech companies. As LiveRamp's first General Counsel and Chief Privacy Officer from 2010 to 2015, Ken helped it pioneer the data “onboarding” model and privacy best practices that govern it. Ken served as Chief of the New York Attorney General's Internet Bureau (from 2000 to 2006), where he oversaw numerous investigations regarding consumer privacy and other online practices. (Before that, he was a BigLaw litigator.)
Ken graduated from NYU School of Law, and began his career as a judicial clerk for Judge Phyllis Kravitch (U.S. Court of Appeals, 11th Circuit).

Prior to leading Yahoo's privacy program, Karen was a commercial transactions attorney at AOL and prior to her almost 17 year career at AOL/Yahoo, Karen was an associate at Venable LLP in Venable's IP Litigation practice. Karen has a JD with high honors from Syracuse University and a double major in Psychology and Political Science with high honors from James Madison University with a minor in Criminal Justice.

At InMarket, Jason guides the company's legal strategy. He is responsible for scaling the company's data privacy program across the organization and driving InMarket's privacy-forward culture.
Prior to joining InMarket in 2020, Jason lived in Amsterdam and served as general counsel for a marketing tech company Bynder, where he led an international team responsible for all legal and privacy matters focused on accelerating growth and safeguarding the business. In private practice, Jason was a litigator for several years at Jenner & Block LLP in Chicago, advising clients across several industries. He received his B.A. and his J.D., cum laude, from Brigham Young University.

Joshua Anton is the Chief Strategy Officer of Digital Envoy, the leader in IP-Geolocation, overseeing Data Partnerships, M&A and Corporate Strategy. Prior to Digital Envoy, he was the CEO and Founder of X-Mode (Now Outlogic).
Working alongside key stakeholders, Josh has developed and scaled both the privacy and ethics programs used by Digital Envoy today around user-consent, sensitive geo-location filtering and acceptable location data use-cases. Similarly, he has pioneered the business model around how to source and collect first party data at scale. In his free time, Josh enjoys travelling, is a huge foodie, and does motivational speaking. Charlie has more than 15 years of experience in privacy and data governance, and has held senior roles at Google, Nike, and MediaMath, where he co-founded the IAB Europe's Transparency & Consent Framework and architected the company's GDPR response.
This is Charlie's third stint on the NAI Board, having previously represented MediaMath and the Oracle Data Cloud. Charlie holds a B.A. in Philosophy from Oberlin College, is an avid birder, ecologist, and occasional race car driver.
