Adds Neon to the docs (with QStash and Workflow guides for Neon Functions). Neon Functions have no built-in queue or retries, so QStash and Workflow fill that gap.

Tested against a real Neon project and Upstash account:

• Redis: neon dev, deploy, and deploy to a second branch
• QStash: signed delivery works, unsigned requests get 401, flow control and log queries work
• Workflow: deployed, triggered with client.trigger on US-region QStash → RUN_SUCCESS, including the AI Gateway step
• AI Gateway: QStash custom() (JS and Python), Workflow openai.call, and agents over the Responses API
• Box: *.neon.tech injects the header in a real box; mid-host wildcards are rejected

Notes

• Neon function slugs must be 1–20 lowercase letters and digits with no hyphens, so the guides use rediscounter, qstashreceiver and upstashworkflow.
