The original data source (lsmvaapvs.org) is defunct - the domain is parked for sale. This PR switches to the official FRSC NVIS portal (nvis.frsc.gov.ng) and modernizes the entire stack. Changes: - Switch data source from lsmvaapvs.org to nvis.frsc.gov.ng - Require PHP 8.1+ and Guzzle 7 (was PHP 5.4+, Guzzle 5-6) - Remove Symfony DomCrawler, use native DOMDocument - Add CSRF token handling for FRSC form submission - Add InvalidPlateNumberException and VerificationFailedException - Add PHPUnit 10 test suite with 8 tests (mocked, no real HTTP) - Remove Travis CI config (use GitHub Actions or local testing) - Update README with migration guide Fixes unicodeveloper#5
