- Line 71: Update the access-check loading flow around isAccessLoading and
PipelineCreationSkeleton to keep a mounted status region across the
loading-to-content transition, using aria-live="polite" or role="status" and
updating its message when access checks resolve. Preserve the existing wizard
and redirect rendering behavior.

🔵 Needs a closer look
Close can fail during the initial loading state before the route ref is available.

What changed in this PR
Updates the pipeline creation wizard to preserve loading context and restore contextual step guidance.
Changes:
- Added a persistent header and destination-selection loading skeleton.
- Restored step subtitles and contextual Docs links.
- Added tests for loading states, subtitles, and documentation links.
Review note: Moderate issue (1 vote): Close may be non-functional before the dynamic route’s ref is hydrated.

just checking on this one - this param feels unnecessary?
the only caller is /pipelines/new which checks if ref is present
but ref is retrieved from the URL params which will always be present given that pipelines is in the context of a project

is there a reason why we need this? this feels unnecessary although i understand its for screen readers
cause the page itself already communicates this imo

could be more strict on the typing here - e.g Record<FlowDestination, string>? (which FlowDestination is currently defined in PipelineCreationFlow)

this is a bit hacky haha, i'd prefer that we make description a function for each step here
description: (type: string) => `Name this... ${type}`
Then PipelineCreationFlow does description={currentStep.description(type)} for SteppedFlowHeader
Similar to how we do it here

i wanna avoid these mutations in place here tbh
could we extract this out into a simple helper function - can be declared outside of the component

suuuuper tiny nit, but just thinking if we should do 4 loaders here
since there'll normally by 4 destinations
to minimize layout shift

the heights of each skeleton row are a bit taller than the destination row when rendered too

any reason why we're using window.location here? can't we use router.push?
other its a full page reload

Problem
Opening the pipeline creation wizard hides the top bar and shows an unrelated loading skeleton. Steps also lack their subtitles and contextual documentation links from #49243.
Solution
Keep the wizard header visible during access checks and redirects, with a skeleton matching the initial destination selection. Restore all four step subtitles and destination-specific Docs links on Connection. Link Data to the current table-selection guidance.
Review instructions
/project/<ref>/database/pipelinesand click Add pipeline, with network throttling enabled. Confirm the top bar stays visible while the destination skeleton loads.
