Keep the fallback within the sequence’s range.
If an unused descending identity sequence receives its first explicit imported ID of -1, pg_sequence_last_value(...) returns NULL. The new fallback makes GREATEST(-1, 1) select 1. A descending sequence can have a maximum of -1, so setval fails after the row was inserted. The previous query selected -1. Use the imported value as the fallback for an unread sequence, and account for sequence direction when comparing existing values. (doxygen.postgresql.org)

Problem
Importing a CSV into an existing table fails if any row conflicts with a primary key or unique constraint. Because rows are inserted in batches, the whole batch containing that row is rejected. Earlier batches may already be committed, and the error toast doesn't say how many rows made it in. To re-import a file that partially overlaps existing data, users have to clean it up by hand first.

Solution
Add an opt-in Skip conflicting rows toggle to CSV import (upload and paste) for existing tables. It's off by default and hidden when creating a new table.
insertQueryinpg-metagetsonConflict: 'ignore'(targetlessON CONFLICT DO NOTHING, covering every primary key and unique constraint) andreturning: 'count', so each batch reports how many rows were actually inserted.Possible future work: upserts, choosing a conflict target, and downloading rejected rows.
This overlaps with #47099, which also edits the import helpers in
SidePanelEditor.utils.tsx. I'm happy to rebase if it lands first.Review instructions

public.pagein the Table Editor, choose Insert → Import data from CSV, and paste:Import with the toggle off. The import fails with "0 rows imported, 0 skipped", and nothing is added.
Enable Skip conflicting rows and import again. The toast reports "2 rows imported, 2 skipped".
Import the same CSV again with the toggle on. Every row now conflicts, so the toast reports "0 rows imported, 4 skipped".
