Scope
Three files only: package-specific AGENTS.md, explicit npm files allowlist, and shared continuous-improvement policy (identical to #412/#415). No runtime, dependency or release-authority change. Related Ruflo integration work: ruvnet/ruflo#4264 and operating decision https://github.com/ruvnet/core-memory/issues/186.
Validation (2026-10-18 UTC)
Base e0dfd44, router 0.4.0, Linux x64 / Node 24.19.0 / npm 11.9.0. Baseline and candidate build, lint and 34 package tests passed. One unavailable-peer unit case returns early when the native peer is installed; separate fresh consumers explicitly exercise missing-peer errors/fallback. Both fresh consumers execute real JS train/serialize/exit/reload and @ruvector/tiny-dancer 0.1.21 native train/exit/load/route. Native engine reports 2.2.3, distinct from npm version; an initial mistaken version assertion was corrected and both consumers rerun with fresh caches.
Baseline pack byte-identical to published 0.4.0: 21,362 bytes. Candidate 22,643 bytes (+1,281), AGENTS.md 2,839 bytes; all 18 prior nonmanifest files unchanged. Candidate SHA256 46e1af2bcb11abc5b9796d3cfcb44089b95cb04ab4830d50fd2996cd4ca5c332. Exact applied/reversed patch restores base tree bbee42ae2996277f47d9388159f9e7fc831d56ba.
Boundaries
Guidance coverage only, not a new runtime capability or speed improvement. Source router 0.4.0 differs from Ruflo's existing consumer pin 0.3.2. Full workspace/native/Rust/security and signed release gates remain required; known upstream Cargo advisory failures are not resolved here. No merge or npm publication. Reproducible evidence will be linked from Ruflo PR4264.
