Failed development reloads left Inspector showing the previous application's routes without explaining why. Inspector now shows the retained reload failure, relevant startup errors, and Docker or environment recovery steps, then clears the warning after a successful reload.

The CLI also applies decoded environment values to the generated runtime and gives its owned Inspector a bounded 60-second startup window, allowing cold compilation beyond the previous five-second cutoff.

Validation: required local pre-push checks; emitted HTTP environment regression; deterministic deadline, retry, cancellation and real child-exit tests; ordinary and prepared CLI-owned Inspector recovery through real HTTP, OpenAPI and browser assertions. The recovery fixture deliberately delays Inspector launch by six seconds. Reproduction reports retain failed and passing evidence. Registry-installed consumer verification follows publication.

The patch Changeset follows the repository's conservative root package metadata policy, covering the workspace because CI script wiring changed in package.json. No cloud acceptance was run.
