"Copy file name to clipboard" in PR comments #10200

Description
When PRs receive comments they have file path at the top:
Would be nice to add a "Copy file name to clipboard" button next to it like on the file changes page:
This makes it easier to copy over the path to your IDE, instead of having to select then ctrl + c
