Fix comment header on PR to not hide and add button to copy filename to clipboard #7686

Description
Often times I will get a PR comment and I want to go to the file to make the requested change. So I have to click and highlight the file name, but have the time I end up closing the comment which is frustrating.
Instead, I'd like to propose:
- remove functionality where clicking collapses the comment
- add a button to copy the filename to the clipboard
