diavgeia

A consolidated Python client for the Greek Δι@ύγεια (Diavgeia) OpenData API
Search, fetch, verify, harvest and publish acts of the Greek public sector.

Python License Tests Coverage

Δι@ύγεια ("Clarity") is the Greek transparency programme: since 2010, every administrative act of the public sector must be published online with a unique ΑΔΑ (Αριθμός Διαδικτυακής Ανάρτησης) before it takes effect. That is millions of budget commitments, contracts, appointments and awards, all publicly queryable.

This package wraps the entire OpenData REST API behind one connection object.

from diavgeia import Diavgeia, Q

with Diavgeia() as dv:
    d = dv.decisions.get("ΡΒΠΕ7ΛΞ-Ν1Ζ")
    print(d.subject, d.issue_date, d.amount())

    contracts = Q.decision_type("Δ.1") & Q.subject("ΠΡΟΜΗΘΕΙΑ")
    for decision in dv.search.iter_advanced(contracts,
                                            from_issue_date="2024-01-01",
                                            to_issue_date="2024-12-31"):
        print(decision.ada, decision.amount(), decision.subject)

All read endpoints are public. Credentials are needed only to publish.

Install

pip install diavgeia
pip install 'diavgeia[pandas]' # adds DataFrame export

From a checkout:

git clone https://github.com/petroud/diavgeia-client
cd diavgeia-client
pip install -e '.[dev]'

Why this exists

There are thinner wrappers around this API. Two server behaviours are the reason for a thicker one — both silently return wrong data rather than an error.

1. The 180-day clamp

Ask for a range longer than 180 days and the API does not complain. It rewrites the end of your range to from + 180 days and answers with a subset. Measured against the live production API, one municipality across 2023:

Request Decisions returned
One search call for 2023-01-01 … 2023-12-31 1 437 — server clamped to 30 Jun
search.iter() / search.count(), same range 3 359
clamped = dv.search.simple(org="6067", from_issue_date="2023-01-01",
                           to_issue_date="2023-12-31", size=1)
clamped.total        # 1437
clamped.info.query   # ...issueDate:[DT(2023-01-01…) TO DT(2023-06-30…)]  ← rewritten

dv.search.count(org="6067", from_issue_date="2023-01-01",
                to_issue_date="2023-12-31")   # 3359

The iter, all, count and harvest helpers split a long span into contiguous, non-overlapping windows the server will honour, page through each and de-duplicate by ΑΔΑ. You get the range you asked for. See docs/gotchas.md.

2. The page-size cap

size is capped at 500 anonymously and 1 000 when authenticated. Larger values are clamped without a warning. Pagination follows the size the server actually used (info.size), so a clamped request cannot make a harvest stop after a single page.

What's in the box

Connection object Pooled session, Basic auth, retries with jittered backoff, courtesy rate limiter, typed exception hierarchy
Complete coverage Every endpoint in the published docs, including submit / publish / corrected copy / revocation
Typed models Frozen dataclasses; epoch millis → tz-aware Europe/Athens datetimes; raw payload always preserved in .raw; unknown fields never break parsing
Query builder Q composes advanced-search expressions with & / |, parenthesising by precedence — unbalanced brackets and quote-injection from Greek free text are impossible
Harvesting Automatic window splitting + pagination, flat memory, resumable JSONL bulk export
Label resolution id → name via a cached, optionally disk-backed catalog
Verified downloads Checks the SHA-1 Diavgeia publishes; never leaves a partial file behind
Local validation Validates a payload against its decision type's extra-field schema before publishing
Cursors Resumable positions in a sweep, encodable to an opaque token and picked up in another process
Container protocol dv.organizations["6067"], [0:10], len(), iteration, find(), IPython tab-completion
Archive export Folder tree of metadata + PDFs + attachments, layout of your choosing, resumable
CLI diavgeia search / get / doc / harvest / orgs / types / dict

At a glance

Publishing

dv = Diavgeia(environment="test", username="10599_api", password="…")

problems = dv.validate_metadata(metadata)                  # local schema check
dv.decisions.verify(metadata, document="decision.pdf")     # server dry-run
decision = dv.decisions.publish(metadata, document="decision.pdf",
                                attachments=[("annex.xlsx", "Συνοδευτικό")])
print(decision.ada)

validate_metadata() complements rather than replaces verify(): cross-entity rules (may this signer sign for this unit?) can only be answered server-side. See docs/publishing.md.

Development

make install-dev       # pip install -e '.[dev,pandas]'
make check # lint + typecheck + offline tests — the pre-commit gate

make on its own lists every target:

Target
test / test-live / test-all 217 offline tests; 30 live contract tests; both
coverage offline suite with an HTML report
lint / format / typecheck ruff check; ruff fix + format; mypy
check lint + typecheck + test
notebook regenerate the example notebook from its source
version / bump-patch / bump-minor / bump-major version, kept in sync across pyproject.toml and __init__.py
clean / build / upload artefacts; sdist + wheel; PyPI
release check, bump the patch version, build

The offline suite injects a stub session, so it exercises the real transport — retries, error mapping, encoding — without touching the network. Fixtures are the payloads from the official documentation. Live tests assert on the shape of responses rather than specific values, so they survive a changing corpus but fail loudly if the API's contract shifts.

To regenerate the example notebook after editing its cells:

python examples/build_notebook.py

Known limitations

  • Advanced search accepts only a single 180-day window per request; harvesting a longer span requires the explicit from_issue_date / to_issue_date arguments to iter_advanced() (or a cursor), which append an issueDate criterion per window.
  • A cursor token records its position, not the ΑΔΑs already emitted. De-duplication is exact within a process; across a resume, boundary records can repeat. harvest() and export_archive() de-duplicate against their own output, so this only affects hand-rolled sinks.
  • search.count() costs one request per 180-day window. Counting a decade is 21 requests.
