Make GitHub access MCP-first in skills/agents (gh optional) - #1191
Conversation
Routine-fired sessions have no `gh` CLI (`gh: command not found`), but the
skills/agents built the relay identity as ACTOR="$(gh api user --jq .login)"
and did GitHub reads via `gh api`. With gh absent, ACTOR is empty -> the relay
401s every X-Actor call, so a Routine Test Runner can't provision; and all
GitHub reads break. Surfaced on the first real Jira-triggered Test Runner run.
- repos skill: new "GitHub access - MCP-first" section = the canonical tool map
(get_me, pull_request_read {get,get_diff,get_files,get_commits,get_check_runs},
get_job_logs, actions_run_trigger, list/search_pull_requests, get_file_contents,
get_commit, issue_read). gh api is a fallback only where gh exists.
- Identity (the blocker): docker + HA provisioning and the jira skill now take
ACTOR from the GitHub MCP get_me (.login), set it as ${ACTOR:-$(gh api user…)}
so a pre-set ACTOR wins and gh is a pure fallback.
- Routine-critical inline commands converted to MCP tools: investigator dedup
(list_pull_requests) + failed-run logs (get_job_logs failed_only); fb-reporter
rerun (actions_run_trigger rerun_failed_jobs).
- fb-tests / git-diff: MCP-first banner + check-runs/diff via pull_request_read;
the detailed gh api recipes stay as a documented fallback where gh is present.
No behavior change where gh exists (interactive sessions); fixes the gh-less
Routine environment.

The agent's GitHub credential proxy is repo-scoped (REST only), so a github.com web page (e.g. an FB Actions run) navigated through it returns a 403 JSON instead of HTML. Bypass the proxy for github.com hosts (or PW_NO_PROXY=1) with an explicit --no-proxy-server so Chromium takes the transparent egress-gateway path, which serves the real page — a bare launch would otherwise inherit the system proxy and still hit the credential proxy. Both the proxy and direct egress paths are TLS-intercepted by CAs Chromium's bundled trust store rejects, so derive SPKI pins for those interception CAs from the environment's trusted bundle and pass them via --ignore-certificate-errors-spki-list — trusting exactly those CAs, not a blanket ignoreHTTPSErrors. The Jira action button now targets the relay's POST /jira, has the webResponse 404 → "not onboarded" branch, and was confirmed firing from a test ticket. Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com> Claude-Session: https://claude.ai/code/session_01DBhvZuEUQU8ym347Xat4Yy
…xy path Chromium keeps only the last --ignore-certificate-errors-spki-list, so a per-script PMM-cert flag plus a separate interception-CA flag silently dropped one set. Combine the caller's pins with the interception CA pins into a single flag inside proxy.js, and carry the interception pins on the proxy path too (not just the direct-egress path) so proxy-based browser scripts validate TLS- intercepted sites under strict verification. pw-screenshot, pmm-ui-login, and pw-record now pass their PMM pin via spkiPins instead of building their own flag. Address review on #1191: - fb-reporter Step 1 and the fb-tests Green gate are now MCP-first (get_check_runs), with the gh recipes guarded/labelled as fallback-only; page through all check runs. - ACTOR resolution across all five relay blocks (jira, both provisioning skills, both teardowns) guards gh with `command -v` and fails closed on an empty actor instead of sending an empty X-Actor the relay 401s. - linode-docker teardown removes the local run markers only after a confirmed destroy; linode-ha teardown uses --fail-with-body so a failed destroy surfaces. - repos/investigator: page through all open PRs before dedup, and scope the gh run list/view/rerun fallbacks with -R {owner}/{repo}. …lt to latest An HA run testing a specific PMM release/RC could set the FB image tag but leave the chart at its latest-published default — the skill only documented overriding image.tag and never told the agent where the charts live or how to find the matching chart version, so it never searched for the correct chart. - linode-ha-provisioning skill: new "Choosing the chart" step names the charts (percona/pmm-ha, percona/pmm-ha-dependencies) and repo, and requires searching `helm search repo … --versions` + matching appVersion and pinning chart_version before install; the FB section now sets chart_version alongside the image and points at `helm show values` for the real image keys. - create-lke-pmm-ha.sh: log the pinned chart version, and warn (with the latest chart/appVersion) when none is set, so an unpinned run is visible in the log the relay returns instead of silently installing latest. An HA feature can span two repos — percona/pmm (image) and
percona/percona-helm-charts (the pmm-ha chart) — and the chart half is often an
unmerged PR/branch. The skill only taught picking a released chart version, so a
run tested a chart change against the released chart and drew a false conclusion
("the chart never sets PMM_HA_NAMESPACE" when the unmerged chart PR adds exactly
that).
- linode-ha-provisioning: new first step — decide whether the change is in the
image, the chart, or both; search percona-helm-charts for the companion
PR/branch; and if the chart is part of the change, install that PR-branch chart
against the returned kubeconfig (git clone -b <branch> + helm upgrade
charts/pmm-ha) instead of the released one. Released-chart version selection is
now scoped to image-only changes.
- repos: add percona/percona-helm-charts to the repo map (read/diff only) so the
chart repo is discoverable.

Problem
Routine-fired sessions have no
ghCLI (gh: command not found), but the skills/agents:ACTOR="$(gh api user --jq .login)"→ withghabsent,ACTORis empty, so the relay 401s everyX-Actorcall and a Routine Test Runner can't provision; andgh api→ all break withoutgh. This surfaced on the first real Jira-triggered Test Runner run (the
/jirarelay endpoint fired the routine end-to-end for the first time; the run then hitgh: command not found). Every prior validation ran in an environment that hadgh(interactive sessions / the qa-linode env whose SessionStart hook installs it), so we never exercised the gh-less path.Fix — MCP-first,
