The dev server's CSS reloader watched <head> and handed every added <link> to maybeAddCssLink, which ran `new URL(link.href)`. A responsive image preload (`<link rel="preload" as="image" imagesrcset=...>`, which React 19 inserts during navigation) has no href, so this threw "Invalid URL" from the MutationObserver and opened the error overlay. A `<link rel="preload" as="style">` pointing at a Bun CSS asset was also registered as that stylesheet's link, so the next hot update disabled the preload's (null) sheet instead of the real one and the old rules stayed applied. Only pass rel="stylesheet" links from the observer, matching the attribute path and the initial scan, and skip links with an empty href. The bake test fixture's head.appendChild override called the original with `document.head`, which is not defined in the fixture, so appending any non-script element to <head> threw. It now uses `this`. Fixes oven-sh#46164

Register links promoted to stylesheets.
If a framework appends a style preload and later changes its rel to stylesheet, this filter skips the link at insertion. The observer does not watch rel changes, so the promoted link remains unregistered. A CSS hot update can then leave its old rules active. Watch rel changes and register the link when it becomes a stylesheet; keep preloads unregistered until then. Add a regression test for that transition. (raw.githubusercontent.com)

Fixes #46164
What does this PR do?
The dev server's CSS reloader (
src/runtime/bake/client/css-reloader.ts) watches<head>with aMutationObserverand, for added nodes, passed every<link>tomaybeAddCssLink, which runsnew URL(link.href). The attribute path (target.rel === "stylesheet") and the initial scan (head>link[rel=stylesheet]) already only look at stylesheets; the added-node path didn't.That caused two bugs:
<link rel="preload" as="image" imagesrcset=...>, which React 19 inserts during navigation) has nohref, solink.hrefis""andnew URL("")throwsTypeError: Invalid URLfrom the observer, opening the error overlay.<link rel="preload" as="style">pointing at a Bun CSS asset was registered as that stylesheet's link, replacing the real one incssStore. On the next CSS edit the reloader disabled the preload'ssheet(alwaysnull) instead of the real<link>'s, so the old rules stayed applied ahead of the new ones. The fix, in
css-reloader.ts:rel === "stylesheet"links (fixes both bugs above);maybeAddCssLinkreturns early whenhrefis empty, so a<link rel="stylesheet">withouthrefcan't throw from either caller.Test harness fix:

Any test appending a non-script element to<head>threwReferenceError: document is not defined. It now calls the original withthis. How did you verify your code works?
