GitHub Free — Can included Actions minutes run with a $0 hard-stop budget? #210874

GitHub distinguishes your included allowance from paid usage. Its documentation says that, without a valid payment method, usage is blocked once the included quota is exhausted. Larger runners require a payment method separately. With 7 of 2,000 minutes used, the numbers you posted do not indicate that your included minutes are exhausted. However, the “Usage blocked” message means I wouldn't assume the workflow will run, or recommend changing your budget without understanding the block. Could you share the exact error or annotation from a failed run, and confirm that the repository belongs to the personal account whose allowance you're viewing? Please also include the Reference: https://docs.github.com/en/billing/concepts/product-billing/github-actions |

Hi Philippe,
Thanks for your reply. Here are the requested run details and error
information:
- Repository: [Confirm repository owner/location]
- Workflow runs-on value: ubuntu-latest
- Error / Annotation Message: [Insert exact error message or screenshot
details here]
Please let me know if you need any further context to help diagnose why the
usage shows as blocked despite remaining free allowance.
Best regards,
Shane-Daniel Davis-King

Could you share the exact error or annotation from a failed run, and
confirm that the repository belongs to the personal account whose allowance
you're viewing? Please also include the runs-on value. Those details
would help distinguish an allowance issue from a budget or runner
restriction without asking you to enable paid usage.

I have a GitHub Free personal account with a private repository.
My billing settings show:
I want to run one standard GitHub-hosted Ubuntu workflow with a maximum runtime of five minutes, producing a small artifact retained for one day.
Can the workflow use my remaining included Actions minutes and artifact storage while the $0 hard-stop budget is enabled?
If not, how can I use my included free allowance while ensuring that no paid charges are possible?
I do not want to add a payment method or authorize paid usage.
