I don't have the Pull Shark badge yet myself, and while searching around to figure out how to activate mine, I came across some info that might help you too. Heads up though, I'm not 100% sure about all of it — it's just what I pieced together from other threads and docs.

The badges seem to update on their own schedule. From what I've read, the tier upgrades (x2, x3...) run on some background job on GitHub's side, and delays of a few weeks after hitting the milestone seem to be pretty common in other people's reports. So being 2 weeks past your 16th PR might just mean it hasn't been picked up yet.

Also, it looks like not every merged PR counts toward it. The search shows all your merged PRs, but apparently the achievement system filters some out — for example if a repo later got deleted, made private, or flagged by GitHub for some reason. So the "real" count might be lower than what the search shows. Might be worth double-checking that all the repos in your list are still public and active.

And one more thing that came up a lot in the threads I read: it seems nobody in the community can manually refresh achievements, not even GitHub staff replying here — it's all automated. Most people said it eventually just showed up on its own. The general advice was: if it still hasn't updated after ~30 days, open a ticket at https://support.github.com/ (pick "Account" as the topic and include the same links you posted here). That seems to be the only way to get someone to look at a specific account.
