Fixes #1453.

Default webhook task titles now truncate summaries at a UTF-8 rune boundary while preserving the existing 80-byte limit and ellipsis. Add unit coverage for three- and four-byte boundary cases, ASCII and short Unicode summaries, plus an inbound webhook regression test that checks the persisted task title.

Validation:

  • go test ./internal/handler -run 'TestBuildWebhookTaskTitle|TestWebhook' -count=1
  • go vet ./internal/handler
  • git diff --check
