Issue #1293 - bugfix, the timestamp was being recorded too early, and it would ignore subsequent points even if the first point was inaccurate. The timestamp now records after the point has been logged.

This PR introduces a "Significant motion heartbeat interval" setting.
This is useful for long durations where location tracking services (like Geopulse) may still need an occasional "keep-alive" log but want to generally respect the app's "no significant motion" setting.
An example is when sitting at a desk for hours, but would still like to take infrequent logs, e.g. once an hour.
Changes included:
- Added UI and string resources for the new interval setting.
- Integrated the setting into the performance preferences and fragment.
- Updated
GpsLoggingServiceto force a log if the elapsed time exceeds the configured interval.
