GitHub generated v0.22.0 release notes against v0.20.0 because the workflow left comparison-base selection implicit. The v0.21.x release tag commits are not ancestors of v0.22.0, so relying on automatic selection can repeat older changes.

Select the highest published stable version below the current version from the paginated Releases API and pass it explicitly via action-gh-release previous_tag. Exclude drafts, prereleases, the current version, and newer versions; fail if no predecessor exists. RCs compare against the previous stable cycle, and hotfixes exclude newer minor releases. Document the comparison policy.

Validation: root lint (zero errors), formatting and diff checks; live release data selects v0.21.2 for v0.22.0 and v0.22.0 for v0.23.0. Regenerated and updated the existing v0.22.0 notes with explicit v0.21.2; verified all 24 asset IDs and digests are unchanged.
