Begin the next development cycle after the published v0.22.0 stable release. Set both root and desktop package versions to 0.23.0-dev; Muya keeps its independent version.
Depends on #5779: merge the release PR first. Until then, this PR also includes its release preparation changes.
Validation: version consistency and git diff --check. The parent release commit passed the complete release validation and five-platform build.
