The table of contents links to #projects and #authorization, but template.md has no Projects heading and no Authorization section, so both links are dead in the generated README. Add the missing Projects heading before the first category and drop the Authorization entry.

template.mdlinks to#projectsand#authorizationin its table of contents, but the file has noProjectsheading and noAuthorizationsection, so both links are broken in the generated README.This change, in the maintained source
template.mdonly:## Projectsheading before the first project category, so#projectsresolves;Authorizationcontents entry, since there is no Authorization section to link to.The Projects link was introduced in #341 without a matching heading. No library entries, categories or README output are changed;
README.mdstays as generated.Checks run locally:
template.md: 49/49 internal links resolve;add-metadata.pyCLI over the document's static lines: emitted preamble and pass-through text unchanged, 49/49 internal links resolve in the generated static output.I did not run the full metadata generation, which would need a token and 386 repository lookups; the master workflow regenerates
README.md.
