Part of #38351.

Move the install form's setup, initialization and login requests to generated Query options. Fresh status checks control redirects. Submit stays pending through automatic login and the profile cache reset. Failed setup can be retried and failed automatic login goes to sign in.

Shared policies own setup status invalidation and login profile resets. The tests keep the form, generated client and request transport real, with HTTP responses stubbed.

Validation:

  • 114 related tests passed, including 18 setup form tests.
  • Changed-file formatting, lint and type checks passed with no warnings.
  • Repository formatting, ESLint and git diff --check passed.
