This PR fixes a broken link to the OpenJS Foundation Code of Conduct in

The existing link to the OpenJS Foundation Code of Conduct was returning a 404 (page not found) error, meaning users clicking on it would land on a broken page. This fix replaces it with the correct URL so users can access the referenced document.
