Incremented the version number to 0.3.0 and published.

Increment version to 0.2.0 and publish

Incremented the version to 0.2.0 and published.

Increment version to 0.1.0 and publish

Incremented the version to 0.1.0 and updated the author email.  Changed setup.py to use twine for the upload to PyPI.  Updated the notes in how_to_publish.txt accordingly.
