Base and merge order

This Phase 0 PR targets main and has no PR dependency. Review and merge it before Phase 1, unless Phase 1 is deliberately opened later as a stacked PR based on this branch.

How to validate

1. Run git diff --check main...HEAD.
2. Run git diff main...HEAD -- plans/e2e-test-setup.md and review the dependency/auth inventory and confirmed decisions.
3. Follow the local source links in the plan and spot-check the runtime, AWS client construction, HTTP call sites, auth path, routes and CI workflow against the linked files.

Validation result

• PASS: git diff --check -- plans/e2e-test-setup.md produced no output.
• PASS: all 26 local source-evidence links resolve to files in the repository.
• PASS: VS Code reported no diagnostics for the plan.
• PASS: commit 8fe6fc0d2e contains only plans/e2e-test-setup.md.
• NOTE: the pre-commit hook could not load the optional @guardian/prettier package from the current workspace, so no Prettier formatting check ran; the hook did not fail and the selected diff/source validation passed.
