We do this as part of the release process, as we have the protoc version match the version of the protobuf runtime used for that release. So we can't really bump this just yet, and we'll be handling it in our normal process. Feel free to use a newer protobuf version, but you'll also need to use a newer version of the protobuf-java runtime (which is why we haven't bumped the version in our README).

We bump the gradle plugin version when we bump it in our build. I did the release of the plugin but have been a too busy to get to bumping it in our build. If you'd like to replace the usages in settings.gradle and the examples, I'd be happy to accept that change.
