This pull request correctly removes the configuration files for release-please, which is no longer used by Python repositories in the googleapis organization as stated in the description. The deletion of .github/release-please.yml and .github/release-trigger.yml is appropriate and a good housekeeping measure to align with the new release process using librarian.
