Add SHA-pinned Dependency Review workflow - #83

Add a dependency-review workflow that runs actions/dependency-review-action on pull requests to flag vulnerable or disallowed dependency changes before they merge. The action is pinned to its v5.0.0 commit SHA, and the lockfile is regenerated so `gh actions-lock --no-fix` reports valid.
