Why:

fix: #46370

What's being changed (if available, include any code snippets, screenshots, or gifs):

Fixed incorrect hyphens in the cloud sandbox command in the GitHub Docs article.

Replaced Unicode non-breaking hyphens (‑) with standard ASCII hyphens (-) so users can copy and paste the command into their terminals correctly.

I noticed the same bad hyphen character still shows up in a few other spots though:

  • Same file, line 148:   ‑‑cloud option 
  •  content/copilot/how-tos/copilot-cli/use-copilot-cli/overview.md , line 318:  copilot ‑‑cloud 
  •  content/billing/concepts/product-billing/cloud-and-local-sandboxes.md , line 64:  copilot ‑‑cloud 

Would you mind fixing those too in this same PR?
