This PR performs post-release housekeeping after codeql-cli-2.26.0: it merges back the released pack changes, updates lastReleaseVersion metadata, bumps -dev versions in qlpack.yml in preparation for the next release cycle, and records the released changes in per-pack changelogs / released notes.

change-notes/YYYY-MM-DD-*.md) where applicable.

This PR merges back all of the changes from the release of codeql-cli-2.26.0. And it bumps the version version strings in semmle-code in preparation for the next release of 2.26.1.
