The 3.x fix version is missing from the affected range. Per the Apache CXF advisory, the issue is fixed in 3.6.12 (“Users are recommended to upgrade to versions 4.2.2 or 4.1.7 or 3.6.12”). cxf-core 3.6.12 and later (e.g. 3.6.13) should not be flagged.
