Upgrade CI workflow to latest Go and Actions versions and add monthly checks - #30

Since the Go language community only provides support for the latest two versions of Go, we also only provide official support for those two versions in our Git LFS projects. We therefore update our CI workflow for this project to match the two Go versions currently supported and in use in the GitHub Actions workflows of our primary git-lfs/git-lfs project.
We update our other Actions to their respective latest versions: actions/checkout: v1 -> v3 actions/setup-go: v2 -> v3
We schedule monthly checks by the GitHub Dependabot service of our CI workflow to ensure we are using the latest available versions of all GitHub Actions steps. h/t jlosito for the suggestion in git-lfs/git-lfs#5228

I'm a little nervous about the noise we might have from the Dependabot automatic updates, but for now let's try them and see if they're okay on the noise level, and if not, we can remove them.

We update our GitHub Actions CI workflow to use the latest supported Go versions and the latest versions of all Actions steps, and we schedule monthly checks by the GitHub Dependabot service of our workflows to ensure we continue using the latest versions of all Actions steps.
