Summary

Release PR #3585 changes only the changelog, release manifest and Helm chart versions, but the broad deploy/** filters start backend, E2E and collector suites. Skip those suites when the same-repository release bot PR targets main and its diff contains only release metadata.

The shared detector checks the exact bot/branch, the complete changed-file list, and that chart edits touch only release-managed version lines. Application changes, chart behavior changes, renamed files, missing patches and incomplete API results do not qualify. API failures fail the detection.

Required Backend Tests Pass and E2E summary checks remain enabled. Helm validation/install checks and the migration callout check remain enabled. Push, merge queue, scheduled and manual runs retain their existing behavior. This does not cancel already-running checks on #3585.

Validation

  • node --test .github/actions/release-pr-metadata/detect.test.cjs: 16 passed, 0 failed; also runs in the shared action.
  • actionlint -shellcheck= on all three modified workflows: passed.
  • Detector run against chore(main): release 1.53.0 #3585's actual PR/files API response: skip=true.
  • Normal commit hooks (staged safety and formatting): passed.

E2E: exempt (tooling; application suites not run locally).
AI use: Codex implemented the change and tests.
