Part of #85160

It seems the tests were already fixed. I tested with indicated seed and a bunch of different ones

Code Review

This pull request removes the 'no-shuffle' tag configuration and its corresponding annotation from the 'gen_defaults_test.dart' file, allowing the test suite to be run with randomized ordering. I have no feedback to provide on these changes.
