I've always used npm without issue but decided to try pnpm for a new project. I used npm create feathers@latest feathers-chat and selected pnpm as my package manager (defaults everywhere else). The package.json dev dependencies are absent. I suspect the approve-builds security feature of pnpm is interrupting the setup. My solution is to not use pnpm, but reporting for awareness.
