Fixes #20666

Identify .NET SDK 10.0.1xx as the last compatible SDK feature band in compiler and F# Interactive diagnostics for out-of-support language versions.

Description

Language-version support is unchanged.

Fix FS3880 SDK feature-band guidance

Identify .NET SDK 10.0.1xx as the last compatible feature band while preserving the download URL and language-version support policy. Cover rejected version spellings and supported selectors in FSC and real FSI startup, and synchronize localization and release notes.

Fixes #20666
