Link latest report from repository README #311

Description

@TimidRobot

Problem

Finding the latest report (quantifying/data/2026Q3/README.md for example) requires digging.

Description

  1. Add a Latest report section to the repository README.md
  2. Update scripts/3-report/zzz-notes.py so that it replaces the link in that section with the current report, if it is the latest
    • Use comments to clearly mark what part of the repository README.md is updated programmatically

    Please see Contribution Guidelines — Creative Commons Open Source for how we manage issues and pull requests (PRs).

    We generally don't assign issues prior to resolution. Instead of asking for issues to be assigned, do the work and submit a PR. Even if multiple people submit PRs for the same issue, multiple ideas and implementations strengthen the final product.
