What's Changed

This release refreshes the v10 service baseline with current dependencies alongside consolidated agent guidance and more robust documentation hosting.

• Dependency baseline moves Cuemon.Core, Codebelt.Extensions.Xunit.App, Microsoft.NET.Test.Sdk and the xUnit v3 toolchain to their latest stable releases while replacing Microsoft code coverage with Codebelt.Coverlet.MTP 10.1.0 and adding HangDump diagnostics,
• Agent guidance consolidates the complete test, benchmark and documentation instructions into the root AGENTS.md and removes the separate Copilot instructions file,
• Documentation hosting builds docs on the DocFX 2 image and serves them through nginx with separate member pages, the ms-style template, a monthly sitemap and tuned caching rules,
• Contributor workflow runs each test project with Microsoft Testing Platform --project syntax so failing or hanging projects are easy to attribute and records the 10.0.13 patch notes.
