This PR includes changes to the subheader in the TA chat (in the drawer only). The "suggest prompts" button is collapsed down to the icon only, and two new buttons are added: a plus sign to start a new chat and a speech bubble to navigate to the thread list.

Also the "Experiment" tag is removed from after the "AI Teaching Assistant" text in the header.
