I appreciate the existing positive guidance stating that unexpected errors should come with debug and traceback information. This change proposes the inverse guidance: expected errors should not come with tracebacks.

This change proposes the inverse guidance: expected errors should not come with tracebacks.
(My hope is that the idea of the proposal here is not too controversial, but I can definitely imagine a lot of other ways to describe it and certainly welcome any suggestions.)
