README.md开头的简体中文已经直接链接到docs/readme/zh_CN/README.md文件，再维护一个README_ZH.md不仅会导致翻译结果不统一，还会增加无效的工作量。What?
移除冗余简体中文
README_ZH.md，并将内容与/docs/readme/zh_CN/README.md合并。How?
将
README_ZH.md与/docs/readme/zh_CN/README.md进行对照修改，对未被翻译成简体中文的部分进行相互对照修正与合并。Closes #1033
