Ports the Help Center article "Continue scraping after an Actor stops unexpectedly" into § Resurrect a finished run: how to resurrect a run that stopped at its maximum cost per run. Also fixes the stale FINISHED status, the old resurrect button reference, and a dead anchor in the Resurrect run API reference.

Runs finish as SUCCEEDED, not FINISHED, and the Console moved
Resurrect under Actions. The API reference linked a renamed anchor.

Lead with the action, one fact per sentence, and use "cost"
consistently since the limit also applies to pay-per-usage runs.
