feat(runtime): re-check the registry on install so outdated images get updated - #1448

'apify runtime install' skipped the pull whenever the image was already
present locally, so a stale 'apify/actor-runtime:latest' never got
updated from the registry. It now re-pulls references with a mutable tag
(':latest' or no tag), while pinned tags and digests still short-circuit.
'apify runtime start' keeps the local-first behaviour.

Any tag can be moved to a new build, not just ':latest', so guessing from the tag name was wrong. 'apify runtime install' now re-pulls every tagged reference and lets the engine compare digests with the registry (a no-op when the local copy is current). Only '@sha256:' digest references, which cannot change, still short-circuit on the local copy.
