Thanks for the update. I rechecked the previous points: the final newline issue is fixed, LICENSE / NOTICE look consistent with the current source tree, and the YAML / JSONC / .cmake-format.py / .clang-tidy / pre-commit configuration parse successfully in my local checks.
I do not have further blocking comments for this tooling/bootstrap PR. LGTM.
