docs: sync Tier 3 reviewer roster with @aethersdr/reviewers - #5459

Why
@nigelfenton has been added to the
@aethersdr/reviewersGitHub team(invite pending acceptance). CODEOWNERS resolves Tier 3 through the team
handle, so review rights follow from the team itself — these two lists are
documentation of that team, and they had drifted: @Ozy311 and @K5PTB were
already on the team but appeared in neither list. Fixed here too rather
than left half-stale.
Scope
Comment/prose only. No CODEOWNERS rule changes — the
*line and everypattern are untouched, so who-owns-what is unchanged. Tier 1
(@ten9876) and Tier 2 (@ten9876, @jensenpat, @rfoust) already matched their
teams and were not edited.
GOVERNANCE.mdreferences the team by handleonly and has no roster to sync.
