What

Adds @nigelfenton to the Tier 3 reviewer roster, and brings the two
places that spell that roster out inline back in line with actual
@aethersdr/reviewers team membership.

Both now read: @ten9876, @jensenpat, @NF0T, @rfoust, @chibondking, @Ozy311,
@K5PTB, @nigelfenton.

Why

@nigelfenton has been added to the @aethersdr/reviewers GitHub team
(invite pending acceptance). CODEOWNERS resolves Tier 3 through the team
handle, so review rights follow from the team itself — these two lists are
documentation of that team, and they had drifted: @Ozy311 and @K5PTB were
already on the team but appeared in neither list.
Fixed here too rather
than left half-stale.

Scope

Comment/prose only. No CODEOWNERS rule changes — the * line and every
pattern are untouched, so who-owns-what is unchanged. Tier 1
(@ten9876) and Tier 2 (@ten9876, @jensenpat, @rfoust) already matched their
teams and were not edited. GOVERNANCE.md references the team by handle
only and has no roster to sync.
