Summary

Prepare the changelog for the v1.4.4 release.

This patch release includes:

  • Preventing non-default branch pushes from associating coverage with an unrelated fork pull request that uses the same branch name.
  • Deterministically preferring the pull request targeting the default branch when multiple internal pull requests share a branch, and skipping safely when ambiguity remains.
  • Documenting runner requirements and conditional GitHub CLI permissions.
  • Adding regression tests for shell-injection protections.

After this PR is merged, the release will follow RELEASES.md: publish an immutable v1.4.4 GitHub Release, then move the v1 alias to the same commit.
