Same cluster conflict as #7755 (shared 3-file signature): - copilot/runtime.py: keep the branch's NeverCapturedObligation types and the two AgentContext fields (main's side of both hunks is empty), and restore `Literal` to the typing import that main's line dropped. - copilot/tools/scouting.py: take main's enqueue_screenshot_from_result import; the merged file calls it. - test_copilot_scout_captcha_solve.py (add/add): keep the branch's copy.
