Closes #694

Adds

  • Logical filter groups: AND, OR, NOT AND
    • Works over geodatasets and local geojson
  • Ability to drag and rearrange filter rows
  • New filter operators: contains, begins-with, ends-with
    • Works over geodatasets and local geojson

Updates

  • Filtering help updated (yellow rhombus with question-mark icon)
