将 backend/apps 的 HTTP 路由迁入 management、gateway、runtime、data_process 各自的 api 业务目录，将 backend/database 的持久化实现迁入 management/db 的业务模块。混合的配置与运行接口按服务归属拆开，公共常量及请求类型归 contracts，通用工具归 management/utils。
本次继续收拢鉴权。gateway/authentication 统一凭据提取、会话 JWT、API key、内部运行令牌及 OAuth 待补全凭据的校验，并构造共享身份。北向上下文与 FastAPI 鉴权依赖也归 Gateway。会话策略拒绝内部运行令牌与待补全凭据，内部运行策略保留 issuer、audience、scope 和有效期约束。
