currently, all named- and SPDX-licenses were linkable, as they had a bom-ref.
the SPDX licen expression did not have one, yet.
to make it linkable (in licensing-docs), it is needed to add a
bom-refto the license expression, too.bom-refto license expressions, so ALL licenses are linkable
